getting squeeze. let's go forward to january 1. that's when defense department cuts are supposed to take place. 60 days in advance that november 2, warning notices are supposed to go out from contractors to their employees saying here comes some layoffs. the administration does not want layoff warnings going off right before the election. so they said to people like lockheed martin. you don't need to send these layoff warnings out. they say they are hypothetical. lockheed martin says it is the law. we must send the out the notices. the administration says if you don't send out the warnings, then we'll indem anyify you, we'll cover lawsuits that might result if there are layoffs. so the taxpayer is on the hook for not sending out these warning notices. it's pure politics. martha: it's unbelievable, frankly. either we are going to have these defense cut layoffs as a result of sequestration because nobody in washington seems to be able to come together on a budget deal. don't they have to face the ramifications of that and say we are going to have these defense cuts and that means we have t

. but first from fox this friday night, chemical weapons on the move in syria. defense secretary leon panetta now confirms new intelligence now shows movement at some of that country's suspected chem al weapons sites. troublesome because syria's leader bashar assad has repeatedly proved he is willing to murder innocent civilians. and activists say 30,000 people have died during the uprising over the last year and a half. but secretary panetta says in this case, it looks as if the syrians are just shifting the chemical weapons to better secure them. and he does not note any evidence that the regime is preparing to actually deploy those weapons. >> while there has been some limited movement, again, the major sites still remain in place. still remain secure. >> we hope he is right. last month, president obama said his administration made clear to the syrian regime that if we start seeing a government moving around, quote: a whole bunch of weapons that would be a red line. so far there is no word from the white house about whether this latest movement means syria has crossed that red line. but t

. and that's on offense. then you think about what he has to do on defense. he's going to be on the defense on the 47%. he's going to be on defense on his tax question. i mean, this is a guy who doesn't have very much to work with at this point. so it's hard for me to see, even if he doesn't make a major gaffe, which he does on a weekly basis, even if he doesn't, what ammunition does he have to actually have a good showing? >> i'm told there are examples of elections turning on debates, president bush for example started gaining on al gore when they faced off in 2000. is it usually the case that debates are quite the kind of game-changer that everybody thinks this one has to be for romney to do anything successfully in november? >> no, it's not. the historical data shows that i think we sort of exaggerate the role of debates. i would tip my hat to the washington monthly that has a nice article that goes through some of the political science and polling on this. it says they have a marginal impact. one notable exception was the 2000 debates between bush and gore where it appears gore pllo tw
